Rochon was born and raised in Torrance. She was the daughter of Zelma Staples (a nurse practitioner) and Samuel Staples (a businessman and graphic artist). Cerritos was her primary high school. The school graduated her in 1982. She received a bachelor of arts degree in broadcast journalism in 1986 from California State University Dominguez (CSUDH). Minors were sociology and drama. Rochon's return to CSUDH occurred in the year 2016 in the year she was a speaker at commencement of the College of Arts and Humanities.

Heather is the creator and hosts of the online travel show, Drive Yourself Local, where she explores America in her 1965 Ford Mustang sharing local slices of small town life. Heather has been featured in several TV and film series that include Nightingale as well as Epic Movie.

Ullerup first appeared first in Battlestar Galactica remake, the Sci Fi Channel's 2006 TV show. The role she played was Julia Brynn. Ullerup performed the role of Ashley Magnus in the first and second seasons of the television show Sanctuary until the character was removed from the show. The reason for her departure was a source that caused heated discussion among the fans, with many who wanted her to the show in subsequent episodes until the show was canceled in 2012. Ullerup was a part of the cast as Bree O'Brien on Chesapeake Shores in 2016. Ullerup was chosen to play Maggie Thomas, Michael Thomas' estranged spouse, as well in Asteroid: Final Impact (2005). Ullerup, who has a character in Dale Travers, is one of the recurring characters in Hallmark's Signed, Sealed, Delivered and movies from 2016.
